1.9.8.x still uses the normal editor. You need to upgrade to 1.10 in order to use the new one.

To be able to upload image for fckeditor, the server needs to have permission to scan the directory
img/wiki_up/tikidomain/image (repalce tikidomain with the domain if working in a multitiki context)
and no index.php must be in this directory
